高悬爵秩，以待勋庸，能者得之，固其宜也。契丹兵马官李过折，蕃中贵种，塞下雄才。其谋虑之深，既能转祸，当义勇之发，何异疾雷？故得积年逋诛，一朝荡涤。使鸟窜之众，复为戎人；鹰扬之师，且息边甲。言念诚节，宜超等数，特国象辂之封，仍异龙城之礼。可封北平郡王同幽州节度副大使。赐帛一千匹。
