如闻朝官子弟，未曾经历，即坐要司及京畿并州县理人官。或侍郎受财，追游怠堕，或瓷行决罚，妄作奸非，刑宪不可遍矜，父兄莫能训导，苟陷于法，良轸于怀。宜令本司及州府长官按实验察，有此色并少年未谙时事，可移与闲散官。
