怀远夷，纳款附，国家常事也。边塞严，甲兵备，军旅本职也。虽万方和同，不可薄其武备，百蛮朝贡，不可轻其疆场。今年十月，东幸雒京，西北二边，倍宜严警。其河西、陇右、朔方、太原、幽州、平卢诸节度，咸宜裹粮坐甲，秣马利兵，明教队伍，远为侦候。使风尘预知，邀截有所，安我边鄙，威回戎狄。赏罚在兹，各宜砥砺。
