自中朝有故，国步艰难，天祚我唐，大命集于圣真皇帝。朕承奉丕业，十有余年，德未加于百姓，化未覃于四海，将何以拟洪烈于先帝，报成功于上元？至若尧舜禹汤之茂躅，轩后周文之懿范，非朕之能逮也。其有日月之瑞，风云之祥，则宗庙社稷之余庆也。天平地成，人和岁稔，则群公卿士之任职也。抚躬内省，朕何有焉？难违兆庶之情，未议封崇之礼。
