祭祀之典，牺牲所备，将有达于虔诚，盖不资于广杀。况牛之为畜，人实有赖，既功施播种，亦力被车舆。自此余牲，尤可矜悯。况前圣有作，难为尽废，明神克享，亦在深仁。自今以后，每大祭祀应用骍犊，宜令所司，量减其数。仍永为常式。
