五材并用，时表上灵，八水分流，实称善利。京师奥壤，秦甸王畿，灞、浐通于泾、渭，涝潏汇于沣、滈，蓄泄雷雨，滋育稼穑，虽惠泽已及于蒸民，而虔诚犹阙于祀典，聿崇精享，庶达明神。其泾、渭、灞、浐等分水，宜令礼仪使左庶子韦述取今月二十九日一时备礼致祭。务陈蠲洁，称朕意焉。
