元子亨，睿哲聪明，恪慎克孝，才备文武，量吞海岳。付之神器，佥曰宜然。今宗社未安，国家多难，宜令即皇帝位，朕称太上皇。且天下兵权，宜制在中夏，朕据巴蜀，应座则难。其四海军权，先取皇帝处分，然后奏朕知。待克复上京，朕将凝神静虑，偃息大庭也。
