不息恶木，忍渴盗泉，行道之人，避恶名也。朕常览《上党记》，称秦坑赵卒。血流丹谷，名其水为丹水者。省方此路，怀古恻然。邑号获嘉，地称修武，前王故事，将有所凭。宜改丹水为怀水，改丹水府为怀仁府。其乡里名号，亦仰州长官随事改易。
