以前议西幸，属岁不登，关辅之间，且欲无扰。今稼渐熟，漕运复多，而陵寝久违，蒸尝永感。农隙顺动，得非其时。前取今年十月幸西京者，以其月三日发东都，取南路。应缘顿所要，务从节减。所司明为条例，勿有烦劳。
